The text of The highest approved ceremonial was first printed in ‘The addendum to No. 91 of the newspaper “Government Gazette” on April 24, 1896. Along with The Ceremonial of Holy Coronation, the text was repeated in the next issue of the newspaper, and then issued as a separate edition in the Imprimerie Trenke et Fusnot, a Moscow printing house. The brochure was handed to those who participated in the ceremony of the ceremonial entry of the Imperial couple into Moscow.

A total of four copies of The Highest approved Ceremonial were printed at the Imprimerie Trenke et Fusnot printing house in 1896. Its cardboard binding was painted red which was traditionally considered the royal color. Its front part was decorated with an embossed rectangular frame and the image of the national coat of arms – a crowned double-headed eagle.
The white coated paper foretitle also depicts the gilded coat of arms of the Russian Empire. Attached to the back side of the sheet were invitation cards for the ceremonial entry and coronation. They specified the place the participants of the ceremony were to arrive to.
The tickets attached to The Highly approved Ceremonial were individual. The copy on display at the Romanov Family Museum belonged to Stepan Trusov, the mayor of Tobolsk, member of the Selection Committee of the governorate museum, merchant of the second merchant guild. In 1891, he welcomed the successor to the Crown Tsesarevich Nicholas Alexandrovich, when he traveled to Siberia and visited Tobolsk. Trusov went to Moscow to visit the coronation ceremony, and after returning to his hometown he handed over his copy of the Highly Approved Ceremonial to the library of the Tobolsk Museum.
