The title of Hero of the Soviet Union was established on April 16, 1934. Initially, no insignia was provided for, except for the award certificate from the Central Executive Committee of the USSR. The Gold Star medal, an additional insignia for the Hero of the Soviet Union appeared only on August 1, 1939.
The Hero of the Soviet Union Viktor Bulavsky was given this honorary title posthumously, in 1940, therefore only his Certificate is kept in the Kolomna Kremlin Memorial Estate collection.

Viktor Bulavsky was born in 1918, in the family of a worker, in Alekseevka village. On graduation from the second Leningrad Artillery School (since 2004 — Kolomna Artillery Command College), he joined the military service as a platoon commander in the 402nd Howitzer Regiment. The Regiment was formed in Kolomna in 1939.
As its member, Bulavsky fought in the Soviet-Finnish War of 1939-1940. In one of the battles, it was necessary to suppress an enemy pillbox on the Karelian Isthmus, as the enemy led a strong fire attack from it. Bulavsky was ordered to do this with the help of his battery.

Viktor Bulavsky died while fulfilling this combat mission in December 1939. His comrade-in-arms, commander of the 402nd Howitzer Regiment, Hero of the Soviet Union Sergei Nilovsky remembers the operation. He told about the last day of his friend’s life,

Bulavsky was buried at the Sestroretsk military cemetery in early 1940. He is forever enrolled in the lists of the 1st battery of the Kolomna Higher Artillery Command School.
